Your confidential telegram of 7th
December. Piracy. It is desirable to enforce new legislation
(Ordinance No. 15 of 1927) without delay.
Present position
resembles an interregnum and is extremely unsatisfactory.
New legislation removes possible conflict with Board of
Trade regulations and leaves the Board of Trade unfettered.
Owners as represented here have welcomed the proposed change
and the Guilds have entered no protest.
Commander-in-Chief
stresses the point that the shipping Companies should be urged
to do all they can for themselves which is the primary
object of the new legislation and approves generally.

I now fix date under Section 5 for bringing the Ordinance
into operation?.
